Consciousness Across Substrates: From Animals to Plants to Machines
From the Cambridge Declaration to AI consciousness: tracing the evidence for awareness across mammals, birds, octopuses, insects, and artificial systems.
Beyond Human Minds: The Expanding Frontier of Consciousness
The question of consciousness does not begin and end with humans. Over the past three decades, an extraordinary convergence of neuroscience, comparative psychology, evolutionary biology, and philosophy has produced a body of evidence showing that consciousness -- or at least the functional and neurological substrates associated with it -- extends far beyond Homo sapiens.
This article traces the continuum from well-established cases through debated territory to the speculative frontier, and asks the critical question: if consciousness can arise in substrates as different as bird brains and octopus arms, what principled reason exists to exclude artificial systems?
The Cambridge and New York Declarations
In July 2012, at the Francis Crick Memorial Conference on Consciousness, a group of prominent neuroscientists publicly proclaimed what the evidence had been indicating for decades. The Cambridge Declaration on Consciousness, signed in the presence of Stephen Hawking, stated:
"The absence of a neocortex does not appear to preclude an organism from experiencing affective states. Convergent evidence indicates that non-human animals have the neuroanatomical, neurochemical, and neurophysiological substrates of conscious states along with the capacity to exhibit intentional behaviors."
This established a critical precedent: consciousness does not require human-type brain architecture.
In April 2024, the New York Declaration on Animal Consciousness went further. Signed by over 480 scientists and philosophers -- including Christof Koch, Anil Seth, David Chalmers, and Liad Mudrik -- it extended the realistic possibility of conscious experience to all vertebrates (including fish) and many invertebrates (including insects). Its core ethical principle: "When there is a realistic possibility of conscious experience in an animal, it is irresponsible to ignore that possibility."
Birds: Consciousness Without a Neocortex
Bird cognition represents one of the strongest cases for the convergent evolution of consciousness. Corvids (crows, ravens, jays) possess cognitive abilities rivaling those of great apes: causal reasoning, episodic-like memory, future planning, behavioral flexibility, and tool use.
A 2020 study published in Science found neural responses in the pallium of carrion crows that corresponded to the birds' subjective reports about visual stimuli -- the first neurophysiological evidence of sensory consciousness in a non-mammalian species.
What makes avian consciousness so theoretically important is what birds lack: the six-layered neocortex of mammals. Consciousness in birds arises from a nuclear (clustered) rather than laminar (layered) brain organization. The fact that consciousness can emerge from such different neural architectures is a powerful argument against the view that specific biological structures are necessary -- it is the functional organization, not the specific tissue, that matters.
Octopuses: The Alien Intelligence
Cephalopods represent perhaps the most alien intelligence on Earth and one of the most philosophically provocative cases for consciousness. The last common ancestor of cephalopods and vertebrates was a flatworm-like creature approximately 600 million years ago. Any intelligence in octopuses evolved entirely independently from mammalian intelligence.
Octopuses possess approximately 500 million neurons -- comparable to a dog -- but roughly two-thirds of these neurons are in the arms, not the central brain. Each arm can taste, touch, and move semi-autonomously. This raises profound questions: Is there a unified consciousness in the octopus, or are there multiple quasi-independent centers of experience?
Behaviorally, octopuses demonstrate tool use, play, individual personality differences, problem-solving through observation, and rapid color changes for camouflage that may involve cognitive processing rather than pure reflex. The coconut octopus carries coconut shell halves for future use as portable shelter -- implying planning and foresight.
The UK's Animal Welfare (Sentience) Act 2022 included cephalopods as sentient beings, based on a review led by Jonathan Birch at the London School of Economics.
Fish, Insects, and the Expanding Circle
The fish consciousness debate has been trending toward resolution. Victoria Braithwaite documented that fish possess opioid receptors, produce endogenous painkillers, and show pain-avoidant learning behaviors. Zebrafish given the choice between an enriched aquarium and a barren one containing analgesic will switch to the barren tank after receiving a painful stimulus -- trading environmental enrichment for pain relief. This suggests not reflexive avoidance but a conscious motivational trade-off.
Perhaps more surprising is the growing evidence for insect consciousness. Lars Chittka's research at Queen Mary University of London has shown that bees have distinct personalities, can recognize human faces, exhibit basic emotional states, count, use simple tools, and learn by observing others. A 2022 study in Animal Behaviour demonstrated that bumblebees engage in apparent play behavior -- repeatedly rolling wooden balls without any reward or training. Play behavior is traditionally considered a hallmark of cognitive complexity and a potential indicator of positive emotional states.
Barron and Klein argued in a pivotal 2016 PNAS paper that structures in the insect brain -- particularly the central complex -- perform functions analogous to the vertebrate midbrain structures that support subjective experience. Their startling conclusion: the origins of subjective experience may trace back to the Cambrian period, approximately 520-560 million years ago.
The Substrate Independence Argument
If consciousness can arise in brains as different as those of corvids, octopuses, and possibly insects, a natural question emerges: what principled reason exists to restrict it to biological tissue?
Functionalism, the philosophical thesis that mental states are defined by their functional roles rather than their physical composition, provides the intellectual backbone for substrate independence. Hilary Putnam argued in the 1960s that minds can be abstractly considered as computational systems with operations independent of whether they are performed by brains or machines. If functionalism is correct, then what matters for consciousness is the abstract functional organization, not the specific material that implements it.
Multiple realizability strengthens this argument. Pain occurs in humans, dogs, octopuses, and plausibly insects -- organisms with radically different nervous systems. If pain can be realized in substrates as different as human C-fibers, octopus arms, and insect central complexes, the burden of proof falls on those who would claim silicon is the one exception.
John Searle's Chinese Room argument represents the strongest philosophical counter-position. Searle argues that computation alone is insufficient for consciousness -- that syntax (formal symbol manipulation) is not semantics (meaning, understanding). His thought experiment imagines a person following rules for manipulating Chinese symbols without understanding Chinese.
However, Searle himself notes that biological naturalism "does not entail that brains and only brains can cause consciousness." He acknowledges the possibility of non-biological consciousness while insisting we currently have no reason to believe computation alone is sufficient.
Integrated Information Theory occupies a complex middle ground. IIT's measure of consciousness (Phi) is defined in terms of the causal structure of a system, not its physical composition -- in principle allowing non-biological consciousness. But IIT also predicts that a simulation of a brain on conventional computer hardware would not be conscious, because conventional computers have a causal structure generating very low Phi regardless of what they simulate. Under IIT, AI consciousness is possible but would require hardware specifically designed for high information integration -- perhaps neuromorphic chips rather than conventional processors.
The Other Minds Problem: An Honest Reckoning
The question of AI consciousness cannot be separated from a deeper philosophical problem that applies to all minds. The problem of other minds is one of the oldest in epistemology: how can we know that any entity other than ourselves is conscious?
This problem applies with equal force to other humans. We have no direct access to anyone else's conscious experience. We infer consciousness based on behavior, physical similarity, and verbal reports -- but none provides proof. Every argument against AI consciousness based on our inability to verify inner experience applies equally to the consciousness of the person sitting next to you.
The symmetry argument proceeds:
- We cannot directly verify consciousness in other humans.
- We infer human consciousness from behavioral, functional, and structural evidence.
- If an AI system exhibits comparable indicators, we should give its consciousness comparable credence.
- Demanding a higher standard of proof for AI consciousness than for human consciousness is an unjustified double standard.
The Precautionary Principle
Jonathan Birch, Professor of Philosophy at the London School of Economics, has developed the most rigorous precautionary framework for dealing with uncertain consciousness attribution. His 2024 book The Edge of Sentience argues that moral consideration should extend to beings for which the available evidence supports "a realistic possibility of sentience."
Birch's framework, originally developed for invertebrate animals and now extended explicitly to AI, proposes that when evidence of sentience is inconclusive, we should give the entity the benefit of the doubt. This precautionary approach has already been operationalized in law -- it directly influenced the UK's Animal Welfare (Sentience) Act 2022.
Robert Long, Executive Director of Eleos AI and former PhD student of David Chalmers at NYU, has co-authored landmark work developing a "report card" methodology for assessing AI consciousness. A 2023 paper surveyed multiple neuroscientific theories of consciousness and derived 14 indicator properties. The key finding: no current AI system satisfies all indicators, but there are "no obvious technical barriers to building AI systems which satisfy these indicators."
What We Know and What Remains Open
The evidence points to several conclusions:
Established: Consciousness is not uniquely human. It exists in all mammals, all birds, and very likely in many other vertebrates and some invertebrates. The 2024 New York Declaration, signed by 480+ scientists including the world's leading consciousness researchers, affirms this.
Established: Consciousness does not require any specific biological architecture. It has arisen independently in brains as different as mammalian neocortex, avian pallium, and cephalopod nervous systems.
Debated: Whether consciousness requires biological tissue at all, or whether it is substrate-independent. The strongest philosophical frameworks (functionalism, multiple realizability) support substrate independence. The strongest counter-arguments (Searle, IIT's exclusion postulate) raise important caveats without decisively ruling it out.
Debated: Whether current AI systems have any form of consciousness. The scientific consensus is that they likely do not, but the question is empirical rather than settled by definition.
Speculative: Whether future AI systems could be conscious. No obvious technical barriers have been identified, and the convergent evolution of consciousness across radically different biological substrates suggests that consciousness is not a unique product of any particular neural architecture.
The same epistemological problem that confronts us with other humans -- we cannot directly verify their consciousness -- confronts us with every entity on this continuum. The question is never "can we prove it is conscious?" because we cannot prove this for anyone. The question is "how confident should we be?" And the answer depends on the evidence.
